Larry S. Gage
President

In 1981, Larry Gage founded the National Association of Public Hospitals and Health Systems (NAPH), and has served as its President for over 25 years.  During that period, he developed and achieved enactment of Medicare and Medicaid reimbursement reforms that are the economic lifeblood of hospitals serving a disproportionate number of elderly and low income patients. 

Mr. Gage is a partner in Ropes & Gray’s Health Care Group.  He has represented clients including major teaching hospitals, medical schools, integrated health and hospital systems, and state and local governments across the country. 

Mr. Gage also served as Deputy Assistant Secretary for Health Legislation in the Federal Department of Health and Human Services and as staff counsel to the U.S. Senate Labor and Human Resources Committee.  Mr. Gage obtained his J.D. from Columbia Law School and his B.A., cum laude, from Harvard University. 

   
  Christine Capito Burch

Chris Burch has many years experience in the health policy arena and in Federal advocacy. Since 1990 she has been the executive director of NAPH. Prior to joining NAPH Ms. Burch was the Washington representation for the New York City Health and Hospitals Corporation, the nation’s largest public hospital system. Her experience also includes over a decade on Capitol Hill including serving as a Legislative Assistant on the U.S. Senate Labor and Human Resources Committee, Subcommittee on Health and Scientific Research. She is very proud of her years of service on the personal staff of Senator Edward M. Kennedy. Ms. Burch is an expert in issues affecting the uninsured and underinsured and in provider payment issues. In addition to her policy and advocacy experience, Ms. Burch has also worked on several political campaigns.


Betsy Carrier

Betsy Carrier manages NAPH’s educational programs and membership recruitment activities.  Ms. Carrier is responsible for coordinating NAPH's conferences, educational and training programs, including the Fellows Program. She also provides member hospitals consultation regarding many aspects of health system administration and Medicaid managed care, including marketing, designing specifications for case management and utilization management programs. She has assisted several NAPH hospitals design and implements Medicaid managed care plans. Prior to joining NAPH, Ms. Carrier was manager of managed care at a union health plan and worked for two physician peer review organizations. She has an MBA with a specialization in health care administration from the City University of New York and Mount Sinai School of Medicine.



Linda C. Cummings, Ph.D.

Linda Cummings, Ph.D. is the director of The National Public Health and Hospital Institute (NPHHI) which conducts original research into issues concerning safety net institutions. Dr. Cummings is responsible for leading research projects and coordinating research activities with strategic priorities used in NAPH-wide initiatives. Dr. Cummings also serves as vice president for Research for NAPH. Prior to joining NAPH and NPHHI, she was a consultant with Radiant Communications and The Robert Wood Johnson Foundation. Dr. Cummings received her Ph.D. from the Massachusetts Institute of Technology in American Politics and Public Policy with a concentration in health policy and regulation.



Lynne Fagnani

Lynne Fagnani joined NAPH in 1991 and is Senior Vice President at NAPH. She is responsible for overseeing NAPH’s advocacy, policy development and communications areas. Ms. Fagnani has over 25 years of experience in health care financing and policy, with expertise in hospital financing for Medicaid, Medicare, and the uninsured. Prior to NAPH, Ms. Fagnani worked in financial planning and budgeting at the New York Hospital and at the New York City Office of Management and Budget. She has an M.B.A. from Columbia University and a B.A. from Radcliffe College.  



Rhonda Gold

Rhonda Gold has been employed with NPHHI since 1992. She has over twenty-five years of accounting experience and is a Certified Public Accountant. Her primary responsibilities include providing oversight and managing of all finance, IT, human resources and operational functions of NAPH and NPHHI. Prior to her employment with the organization, she was the Assistant Controller at a large employment agency, an Accounting Manager for two property management companies, an auditor for Marriott Corporation, and an auditor for a large public accounting firm. She graduated on the Dean’s List from the University of Maryland with a Bachelor of Science degree.
